Delete 'lscsoft-lalsuite' metapackage in favour of 'lalsuite'

This MR deletes the lscsoft-lalsuite metapackage and replaces all references with the new lalsuite metapackage.

@adam-mercer, this explicitly doesn't include lalsuite-dev in the lscsoft-internal metapackage, that is included in lscsoft-internal-dev.
