Similar to https://git.ligo.org/computing/packaging/rhel/python-confluent-kafka/-/merge_requests/2, but with latest updates from https://git.ligo.org/gstlal/gstlal-dev/-/blob/main/specs/python-confluent-kafka.spec. Also updates upstream to the newest version, 1.9.2.

This requires getting librdkafka and librdkafka-devel from the Confluent repo: https://github.com/confluentinc/confluent-kafka-python/blob/master/INSTALL.md#install-from-source-on-redhat-centos-fedora-etc
