Update the table infrastructure

Right now the XML structure from SimBurstTables is insufficient for producing a whole MDC. For example, it is incapable of storing information about the phase of an injection, or information about numerical relativity waveforms.

There are two options for dealing with this, either producing a new, more complete specification format, from which XML files may be generated, or updating the XML specification.
