Fixing misordered (rate,alpha) in powerlaw plot

Daniel Wysocki requested to merge powerlaw-rate-plot-fix into ligo-review

Earlier plots of the posterior on \log_{10}(\mathcal{R}) and \alpha for the powerlaw were swapping the two arguments in one place, causing inconsistencies. This fixes it.
