Support high-frequency omega scans through a --nyquist option
This PR adds a --nyquist command-line flag to the clf-to-pyomega tool. When passed, any channel whose high-frequency cutoff would normally be rounded down will instead be set to that channel's Nyquist frequency, to support high-frequency omega scans.
