Update safety for O3b

This reflects the results of the pointy-poisson (https://docs.google.com/document/d/1xHror08fsHiwLnxV2QuZ_2KhtEtlauccoGIyoMrMgNg/edit#) and hveto safety studies of O3b injections.

The H1:LSC-DARM1_IN2_DQ channel is not packaged in the lldetchar frames.

In addition to the H1 channels updated in this merge request, six L1:OAF-* channels were also found to be newly unsafe:

  • L1:OAF-FAST_TEST_DSOFT_P_CLEAN_OUT_DQ 512
  • L1:OAF-FAST_TEST_SRCL_CLEAN_OUT_DQ 512
  • L1:OAF-FIXED_TEST_DSOFT_P_CLEAN_OUT_DQ 512
  • L1:OAF-FIXED_TEST_SRCL_CLEAN_OUT_DQ 512
  • L1:OAF-TEST_DSOFT_P_CLEAN_OUT_DQ 512
  • L1:OAF-TEST_SRCL_CLEAN_OUT_DQ 512 However, the OAF subsystem does not seem to be recorded in these lists.
