Update Virgo's nominal lock science flag

This MR updates the Virgo nominal lock science flag, from V1:ITF_LOCKED:1 to V1:ITF_NOMINAL_LOCK:1, within the tools for building Omicron and Omega configurations. This is needed to fix production Omicron trigger generation for Virgo at CIT.
