Added a starting L1 O4 standard file based on O3 and currently available channels in frames
The current O3/L1-O3-standard.ini has channels that are not available in L1_R frames. This is causing downstream headaches for tools that rely on a channel list with all channels being available in frames. This merge request simply copies over the H1 O3 version into O4 and removes the missing channels without knowing if there are alternatives needing to be included.
Subsystem leads should take point on maintaining this list, I am merely putting this file in place so that we can get some downstream tools running again.
