improved formatting for kleinewelle tools

corrected/improved default frequency mapping. Also changed the way frequency bounds are stored and reported (ints instead of floats) to better match how KW names the channels it produces.

Note, the previous version produced functional KW configs, but they were not always predictive of how KW would name the resulting channels. Now, the config file should be sufficient to always predict exactly how KW will name channels.
