Added support for Virgo llhoft data
This merge adds a new configuration file for O2 Virgo hoft, using the channel
V1:Hrec_hoft_16384Hzas is being transmitted in low-latency to CIT. I also added minor mods to clf-to-omicron.py to support GEO and Virgo state flags.
