This PR modifies the clf-to-omicron.py tool to set the state-flag option to

{IFO}:DMT-GRD_ISC_LOCK_NOMINAL:1

instead of the more restrictive DMT-UP:1. This should allow triggers to be generated when the interferometers are locked, but not requiring also a clean SDF and the rest.
