Removed NGN channels

Thomas Massinger requested to merge thomas-massinger/ligo-channel-lists:remove-ngn into master

The h1ngn model has been decommissioned, removed all NGN channels from H1 config files.

Decommissioning is detailed in LHO alog 40138 https://alog.ligo-wa.caltech.edu/aLOG/index.php?callRep=40138

Michael Coughlin confirms that Newtonian Noise Array has gathered all necessary data and does not need replacement channels in the channel list
