Adding a tool to construct configurations from the standard channel lists for…

Adding a tool, clf-to-pyomega.py, that constructs configurations from the standard channel lists for new pythonized Omega scans. Given the standard channel list, this tool removes explicitly unsafe channels and organizes the remaining ones into contextual blocks similar to those for Omicron. (Users have the option of allowing unsafe channels using a command line flag.)

This PR also updates a couple of README files to advertise as much.
