Update gwdetchar-omega plot duration defaults

In tools/clf-to-pyomega.py, this PR updates gwdetchar-omega plot duration defaults, anticipating formatting enhancements to that tool's output pages. In the new version of the code, there are three plots per channel with time windows of +/- 0.5, 2, and 8 seconds, as in the Matlab Omega scans. @thomas-massinger, could you review this please? It should be very quick as the requested changes are pretty trivial.
