Remove NOISEMON channels from O3 lists

This PR removes NOISEMON channels from the O3 standard and deep channel lists for H1 and L1. We suspect that removing these channels will lighten the computational burden of various DetChar tools, particularly Omicron, Omega, and Hveto.
