add O3 lldetchar channel lists

This merge request adds two channel lists to O3: H1-O3-lldetchar.ini and L1-O3-lldetchar.ini.

I'm hoping that these lists would be useful in keeping track of changes made to the channels included in *1-lldetchar frames. The frametype key in all the sections have been changed to *1_lldetchar which allows use of the clf-check script in /tools to allow easy use of any missing channels detected.

I generated these lists from the *1-O3-deep.ini lists, then running the clf-check script to remove any channels not contained in the lldetchar frames.
