update PEM channels q-ranges and frequency ranges

These changes reflect the need to expand the frequency and Q ranges of PEM channels in the Omega scan configuration files for the DQR:

  • increased max frequencies to Nyquist frequency
  • increased max Q to 150 to match h(t)
