New selection rools for Q-transform whitening duration

This PR enacts new selection rules for the whitening duration of omega scans, which require drastically fewer data for the same plot durations and fixed frequency and Q range. Also included is an update to the validation pipeline for ligo-channel-lists which builds omega scan configurations and validates them with gwdetchar.omega.config.

Here is an example full omega scan of a recent glitch in L1, and here is an omega scan of GW170817.
