Added automation configuration for daily Hveto
This merge adds automation scripts for the daily Hveto analysis for O2. This runs the new python-based hveto executable every 8 hours with a 4-hour offset (i.e. at 4am, 12pm, and 8pm UTC) processing respectively 'yesterday', 'today 0-8am', 'today 8-16'.
This includes a combined configuration for both H1 and L1 for hveto in O2.
