daily lasso integration into summary pages

This is a companion PR to one I submitted in ligo-summary-pages (https://git.ligo.org/detchar/ligo-summary-pages/merge_requests/134). This adds the daily-lasso script to automate executing gwdetchar-lasso-correlation daily, and the companion file daily-lasso.sub.

I ran daily-lasso using the up-to-date gwpy and gwdetchar for LLO on 2017-02-18, and it generated the following unwrapped summary page, which is intended to be the external source to the wrapped summary page. This summary page contains a summary of results for each time segment in the observing state found to be at least 3 hours long. For each such segment, there is a link to the full gwdetchar-lasso-correlation output page.
