Adjust analysis flags for scattering checks
This PR activates scattering checks during DC Readout (H1:DMT-DC_READOUT_LOCKED) at Hanford and during Low Noise (L1:DMT-GRD_ISC_LOCK_NOMINAL) at Livingston.
