Explicitly declare ligolw format in hveto config
This PR explicitly adds read-format = ligolw to the hveto configurations. This currently has no impact, but will enable merge and deployment of a soon-to-be-completed patch for the hveto python package to enable reading from HDF5, without actually changing the read format immediately.
We can then update this configuration when we're happy to switch the production usage over to using HDF5.
