daily-lasso: fill missing range data with NaNs

This merge request patches a failure mode in daily-lasso by filling any missing BNS SenseMon range data with NaNs. This was used to fix a problem in production, see the output page for 2020-04-30.

N.B. this also alphabetizes and very slightly re-organizes imports, and now imports numpy as a whole.

This fixes #4 (closed)
