Upgrade to gwdetchar-2.0.0 and sundry
This PR upgrades logo-monitors to take advantage of changes introduced in gwdetchar-2.0.0 and hveto-2.0.0, particularly the modularization of command-line scripts. It also bumps the reference Conda environment to the one running python-3.9, and manually sets plot rendering settings for daily-lasso.
