change hveto config back to low noise, tweak conda activate to allow testing...

We were using DC_READOUT_LOCKED but now get the LOCK_NOMINAL without the other. Added a check in conda_activate so we can test hveto scripts without cvmfs To help debug we now store some of the start script output in the reesult directory
