Added pre-O3 configuration for Hveto

This merge adds a new config file for hveto for pre-O3. This is a copy of the O2 file with a single change to use the DMT-GRD_ISC_LOCK_NOMINAL:1 DQSEGDB flag for analysis segments.

The daily-hveto.sh script has been modified to use the new pre-O3 config.
