Added conda build

Duncan Macleod requested to merge duncanmmacleod/docker-igwn-base:conda into conda

This merge adds a conda version of the base image, based from continuumio/miniconda3 and adding the following channels

  • conda-forge (high priority)
  • lscsoft (low priority)

and installing a few basic conda subpackages (e.g. conda-build).
