Use mambaforge instead of miniconda

This MR updates the igwn/base:conda image to FROM condaforge/mambaforge instead of miniconda.

mambaforge (basically miniforge + mamba) is much closer to what is used to support conda-forge itself and the IGWN Conda Distribution. mambaforge is now what we recommend in the IGWN Conda Distribution usage guide.
