Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 19 November 2024 starting at approximately 9am MST (4pm UTC, 8am PST). This MR updates the index docs to use the sphinx-immaterial-igwn theme.
This MR also reinstates the CI to run on development branches only for the purposes of testing/validating changes in MRs.
