- somehow the conversion to this element got lost in the shuffle.  the
  firbank element should not be used for FIR whitening because it introduces
  glitches at filter update boundaries

- reduce queue sizes in h(t) stream path
- remove queues from state vector stream paths

Breaking up the tests to run serially, this should get past the avahi-daemon errors i was seeing before.

gstlal_compute_strain:  Added more flexibility to sample rates, etc., for various witness channels in the noise subtraction.

- XLALSortSimBurst() and XLALCompareSimBurstByGeocentTimeGPS() have been
  removed from lalburst upstream.  they are not needed here, nothing takes
  advantage of the injection list being time-ordered, so just don't bother
  calling them.

gstlal_compute_strain:  A couple small fixes so that it runs on shared memory after all the recent upgrades.

lal_trackfrequency:  fixed bug that occasionally causes code to get stuck in a while loop.

lal_transferfunction:  Added ability to notch out selected frequencies to avoid effects of loud lines in h(t) that are not in witnesses.

gstlal_compute_strain:  Wait for good h(t) before computing transfer functions between it and witness channels
