update Makefile.online_analysis with online web deployment, add inspiral dashboard yaml configuration

- currently nonsense, redundant since addition of sum-of-SNR^2 cut.  the
  latter will be fixed, cleaned up, and made to incorporate this feature

- by finishing the construction of the dataless ranking statistic
- this makes gstlal_inspiral_fake_diststats obsolete, so it is deleted
