gstlal_compute_strain:  Added more flexibility to sample rates, etc., for various witness channels in the noise subtraction.

- XLALSortSimBurst() and XLALCompareSimBurstByGeocentTimeGPS() have been
  removed from lalburst upstream.  they are not needed here, nothing takes
  advantage of the injection list being time-ordered, so just don't bother
  calling them.

gstlal_compute_strain:  A couple small fixes so that it runs on shared memory after all the recent upgrades.

lal_trackfrequency:  fixed bug that occasionally causes code to get stuck in a while loop.

lal_transferfunction:  Added ability to notch out selected frequencies to avoid effects of loud lines in h(t) that are not in witnesses.

gstlal_compute_strain:  Wait for good h(t) before computing transfer functions between it and witness channels

Makefile.gstlal_feature_extractor_offline: add guide to run offline DAG, update guide for online DAG

Makefile.gstlal_feature_extractor_online: add guide on top of Makefile for instructions on how to launch online DAGs

add optimized Makefile for gstreamer v1.14 + corresponding patch to remove libgstpythonplugin from gstlal repo

gstlal_feature_hdf5_sink: fix issues caused by restructuring of hdf5 saving causing pipeline to crash

gstlal_feature_synchronizer: fix typo in adding features to queue causing problems with combining features

multirate_datasource: now that padding is zero by default, choose only segments less than 1 second for the pre whitening gating, this will be only the gate files
