- move files into a gstlal/ directory so that header files can be
  #include'ed using paths that will work inside and outside the source tree

- bump min ligo-segments to 1.2.0
- also set gstlal-burst's package metadata to depend on ligo-segments instead of glue-segments

gstlal-burst: bump versions of deps in configure.ac, add ligo-segments dep, add release msg to changelog

- teach configure scripts to check the version number of glue and
  ligo-segments, not just that they are installed.  the checks only produce
  warnings at this time.

- adjust gstreamer plugin .so filenames on gstreamer 1.14+ to work
around changes to name mangling used by the plugin scanner
