fixed side-scrolling issue in docs by having page-width set to percentage rather than fixed pixel width

2. Temp. disabling fix/hack from docs makefile. I *think* it works now; not quite sure what gitlab is doing.
3. Adding offline tuturial makefile. currently the test is allowed to fail until we get it working.

doc Makefile: remove ignoring of __init__.py in gstlal/python, appears to trigger an AssertionError which is a known bug within sphinx

doc/Makefile: exclude gstlal/python/__init__.py from sphinx autodoc generation as this causes issues with building gstlal python documentation within gstlal proper
