gstlal_ll_feature_extractor_pipe: add kafka/zookeeper nodes to DAG, update idq optimized makefile to deal with different cluster sites better, export kafka opts

- chnage the function of mass used to sort the templates in the bank when
  selecting the median from mtotal to mchirp^(5/3)

The logic for keeping the triggers was not correct, and we modified.
A memory error still remains that does not allow many gstlal_cs_triggergen
jobs to run simultaneously.

gstlal-calibration:  Added debugging element splitcounter for printing buffer timestamps and offsets to screen and file.

gstlal-calibration:  Example in tests/check_calibration/Makefile for using transfer function plotting script.
