Rewrite of CI pipeline

This MR introduces a new 'fancy' CI pipeline:

• use templates from https://git.ligo.org/computing/gitlab-ci-templates
• measure test coverage
• upload coverage and test reports
• run sphinx for docs
• deploy docs using gitlab pages (for git tags only)
