PE followups on Burst trigger

We would like to start PE runs for Burst triggers in addition to CBC triggers. We need to determine the best PE settings for those triggers for that.

Currently, the automatic PE does not start for burst because of this line. Also, since there is no coinc.xml from a burst trigger, this line will fail. @vivien said that just launching 4s IMRPhenomPv2_ROQ will be the first thing to do, but there might be a better solution.

@charlie.hoy @soichiro.morisaki we should check with cWB experts to get a rough chirpmass estimate so we can rescale the 4s basis as needed.
