Condor accounting tags

It looks like gwcelery is using ligo.dev.o3.cbc.explore.test and ligo.dev.o3.cbc.pe.bayestar accounting tags, but not ligo.prod.o3.cbc.pe.bayestar.

• Development and production running of bayestar should be accounted for separately, as is the case for lalinference online_pe.jinja2 see #265 (closed)
• The use of explore.test should be deprecated
• Other PE tags should be added as appropriate, e.g., Bilby
• Discussion with @satyanarayan.raypitambarmohapatra @pfc and @stuart.anderson is needed to avoid double counting the low duty cycle use of O(3000) Xeon Gold cores by bayestar
