Condor accounting tags for Celery workers

The Condor accounting group for Celery workers is hardcoded to ligo.dev.o3.cbc.pe.bayestar in gwcelery/data/gwcelery.sub. Use ligo.dev.o3.cbc.pe.bayestar for playground and ligo.prod.o3.cbc.pe.bayestar for production.
