Joint info not or only partially showing up in VOEvents/circulars

After running a joint MDC search on emfollow-test there have been some instances where RAVEN info was not included in circulars or VOEvents even though the RAVEN_ALERT label was present: https://gracedb-test.ligo.org/api/superevents/MS220429l/files/MS220429l-2-Preliminary.xml,0

There have also been instances of only partial information in the VOEvent: https://gracedb-test.ligo.org/api/superevents/MS220429f/files/MS220429f-3-Initial.xml,0

This may be partially fixed by requiring labels to be redownloaded prior to https://git.ligo.org/emfollow/gwcelery/-/blob/main/gwcelery/tasks/orchestrator.py#L708

The lack of the joint sky map and spatial FAR may be due the fields be empty or some other issue.
