Add buttons in Flask app to rerun RAVEN alert pipelines and other functions

After testing with MDC events, there may be instances where due to unforeseen reasons aspects of the RAVEN pipeline may fail, similarly to the rest of the alert pipeline. Therefore we should build in some options in the flask app that can either run or restart several crucial functions.

These could include:

Create alert (RAVEN_ALERT) for coincidence
Download external sky map via link
Create update notice with new coincidence
