Circular text need to be update for O4 observing run.

Circular template text does not contain:

1. Reference to LVK instead of Liigo/Virgo only.
2. Pipeline-specific information about p_astro and FAR

@roberto.depietri could you point me towards a document that outlines the decision on adding pipeline-specific information to circulars? I was under the impression that we were going to keep this info only in the superevent page (for example the notes from the f2f only mentions the GraceDB page: https://dcc.ligo.org/DocDB/0184/T2200344/011/october-LL-F2F-summary.pdf)

There's also an implementation issue if this information is not readily available in the superevent dictionary (for example the pipeline-specific preferred event). I don't think ligo-followup-advocate should be in the business of choosing preferred events if not already indicated elsewhere, so we need to check how this information is currently (or could be) provided by GraceDB.

Finally, since I'm just now being requested to make these changes there is a chance I don't get to this before the all-hands meeting Dec 12-13.
