Also update preferred event when assigning RAVEN_READY on dashboard

The MR !996 (merged) added a button on the dashboard that will manually trigger a joint alert if not already triggered. However, we should add functionality that will also change the preferred external event to the chosen external event, otherwise the alert sent may contain info about a different external event than chosen.
