Clean out rapidPE-specific code from gwcelery.tasks.condor

!1321 (merged) added rapidPE-specific code to gwcelery.tasks.condor. The purpose of that module is to support submitting and monitor Condor jobs as Celery tasks. Code that is specific to individual Condor workloads does not belong there.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
