Adding a new condor submit task for rapidpe with reduced retry_backoff_max

Following the discussion in #710 (closed), this MR creates a new submit task for RapidPE condor jobs with a retry_backoff_max=30 and max_retries=125. With these settings, RapidPE jobs will not be tracked after 1hr.
