Ingest and process subthreshold targeted GRB events

This MR creates a handler for kafka alerts received from MOU partners (Fermi and Swift) to be ingested to created external events in GraceDB and to either upload or create a sky map using this info. This MR does not add the kafka listener needed for this exchange of info.
