Only update external events if real and not a test event

This MR fixes an issue where test events were allowed to potentially update a corresponding real event.

This also resolves some events (https://gracedb-test.ligo.org/events/E62915/view/ and https://gracedb-test.ligo.org/events/E62916/view/) that would repeatedly update at a regular basis, taking valuable computing resources.
