Add --without-hashes until rapidpe-rift-pipe release

Cody Messick requested to merge cody.messick/gwcelery:rapidpe_rift_pipe_without_hashes into main

This was an oversight on my end, but !929 (merged) which just got merged is using a non-release version of rapidpe-rift-pipe, so we need to allow non releases in the build until that's released. I'm separately reaching out to make sure it will be released soon.
