Allows allerts for burst pipeline uploading multiorder skymaps

Burst pipelines are required to upload mutiorder skymap with name pipleine.multiorder.fits. This merge request unsure that alerts will be correctly processed once the transition to the new naming convention is completed.
Replace !1050 (closed) with a series of more atomic merge requests.
