Add SNEWS MDC events; partially fixes #431

This MR adds a periodically injected MDC SNEWS event, who's main purpose is to test the RAVEN pipeline workflow and ensure our SN IGWN alert listener works as intended (although there won't be any coincidences created).

This MR also adds numerous tests to ensure these changes and the SN IGWN alert listener in general has full test coverage.
